RBOC has been protecting your boating interests since 1968 as the nonprofit advocacy organization that works to protect and enhance the interests of the state's recreational boaters before state and local government.

RBOC engages in advocacy efforts on legislation and regulations, supporting proposals that would enhance recreational boating, and opposing proposals that would have a detrimental impact on the state’s three million boating enthusiasts.

The organization’s advocacy efforts include testimony in public hearings, meetings with elected officials, preparation of amendments to alleviate potential problems with specific bills, as well as the sponsorship of pro-active legislation to benefit the recreational boater.

RBOC also works closely in partnership with Boat U.S. on federal legislative and regulatory issues important to boaters.

Instead of attending college after high school, I became an apprentice shipwright to learn how to build and restore wooden yachts. As an apprentice, I studied the mechanics of wooden boats and naval architecture. After completing my apprenticeship, I became a professional sailor, predominantly working on luxury wooden sailing yachts. I worked for years, rising in rank, eventually becoming a licensed captain, all while tracking over 30,000 blue-water miles as I sailed throughout Europe, New England, the Caribbean, Central America, and the California coast. I've sailed some of the most famous yachts in the world, and participated in numerous world-class sailing events such as the America’s Cup Jubilee, The Prada Classic Yacht Challenge, and the 12-meter World Championships.

Michael Rosenfeld is Principal and Managing Partner of MICROS Communications/AM Venture Partners, privately held, professional firms that commercialize and invest in innovative ideas, products, technologies and services with the goal to create focused, sustainable and profitable businesses. Mr. Rosenfeld established MICROS Communications in 1985 and AM Venture Partners in 1999. As a company founder and serial entrepreneur, he combined the firms in 2003 to serve a variety of clients in the US and overseas.

A life-long sailor, Mr. Rosenfeld served as Commodore of Del Rey Yacht Club in 2022, which marked the 70th anniversary of the founding of this premier yacht club in Marina del Rey, California. Currently, he holds the position of Staff Commodore, fulfilling his fourth year on the Bridge of DRYC. Mr. Rosenfeld is a second-generation yacht club member and a lifetime Board of Directors member.

From 2003-2020, Mr. Rosenfeld was a commercial diplomat in the British Foreign & Commonwealth Office who served as Vice-Consul and Senior Advisor for Energy, Environment & Infrastructure with the UK’s Department for International Trade, (previously known as UK Trade & Investment), the British Government’s international business development department at the British ConsulateGeneral, Los Angeles. In this role, he led the British Government's Clean Technology sector in the USA and gained significant expertise in renewable energy, environmental technologies, and sustainable infrastructure. Mr. Rosenfeld also served as a member of the UK’s Climate Change group addressing global warming solutions in the USA, the British Ambassador's Clean Energy Strategy team in the USA, and led the UK's Low Carbon, Know-How Strategic Initiative across North America (USA and Canada).

As a team leader of commercial officers in the USA, he represented UK Plc. across a range of industry sectors by supporting British companies, exporting technologies, products and services into the USA and identifying joint ventures and other partnership opportunities as well as identifying inward investment opportunities for American companies seeking to expand into the UK. In addition to serving as USA lead officer for the Clean Technology sector, Mr. Rosenfeld’s responsibilities included the promotion of UK commercial interests across the US West Coast including California; Arizona; Utah; Nevada; Oregon; Washington; Hawaii; and British Columbia, Canada.

Mr. Rosenfeld has been a corporate investment, marketing and business development executive in Los Angeles since 1985. He established AM Venture Partners, a venture capital and investment firm, in Los Angeles in 1999. Mr. Rosenfeld has raised capital for, served as a director on corporate boards, and represented national and international companies in the environmental, energy, engineering, maritime, telecommunications and healthcare sectors. Mr. Rosenfeld is a member of the American Council on Renewable Energy (ACORE) Leadership Council and serves on the program committees for Renewable Energy World and VerdeXchange. He is a frequent speaker at numerous clean technology conferences nationwide and is often interviewed and quoted in the media as an expert source on clean energy and environmental technologies, finance, and public policies.

Mr. Rosenfeld began his career as a journalist in Los Angeles in 1978. He continues to write occasionally, contributing to a variety of environmental, energy, maritime and engineering publications. Carolyn is originally from Pennsylvania where she graduated with a degree in Education with emphasis on History and Library Science. She has sailed the East Coast, West Coast and Great Lakes and has her 100 ton near coastal masters license. Her hobbies include rock climbing, hiking and gardening. During the pandemic, Carolyn created LAMI’s virtual education program including a 12 week program for K-2 and a 3 week program for middle school. If she could be any sea creature, she would be a sea squirt. She’s a master piñata maker and is mediocre at hula hooping. Carolyn loves cats and the color green.

ORANGE, Calif. – In 2014, a law was put into effect which prohibits the operation of motorized vessels in California without a valid operator card developed and issued by the Division of Boating and Waterways. This course was designed to provide the operator, or “skipper” of a boating vessel with the rules of navigation and courtesies, boating safety and more. Although it is required of every person in command of a vessel, it is not required of any passengers. So what do you do if something happens to the operator of the boat while out to sea? For the first time, the U.S. Coast Guard Auxiliary (USCGA) will be presenting a class targeting passengers on a boat at sea that have little or no experience on what to do in the case of an emergency. On October 27, 2022, the USCGA will be presenting a class called “Suddenly in Command”, a course on what to do if the Skipper of the boat you are on becomes incapacitated and is unable to command it. This two hour course will be offered to provide answers and procedures to follow IF something were to happen while at sea. This first class will be offered in Spanish and will take place in the City Hall at the City of Orange, CA starting at 7:00 pm.

There is no cost to attend this class and there is a class size limit. Additional classes are being currently being scheduled in both Sp anish and English. Born and raised in Hollywood, Florida, and a graduate of the Florida State Film School, writer/director JOSEPH GRECO’s first feature film CANVAS starred Academy Award winner Marcia Gay Harden and Emmy Award winner Joe Pantoliano. Canvas won the Alice in the City sidebar at the Rome Film Festival and was heralded by the late Roger Ebert, who selected the film for screening at his own EbertFest. The New York Times called it “a movie that rings emotionally true…. with an inner core of integrity and goodness.” Canvas was released theatrically by Screen Media, and on DVD by Universal Studios Home Entertainment.

Greco’s first movie was the acclaimed short film LENA’S SPAGHETTI, which premiered at the Telluride Film Festival. He is currently working on several new projects with David Zeltser, and his sports-drama THE FIRECRACKERS is being produced by Andy Horwitz (American Hustle) and Dale Johnson (Lost City of Z). Greco is also a freelance filmmaker & commercial producer whose clients include The Walt Disney Company. He is a director member of the Directors Guild of America and The Actors Studio, and learned the movie business under the mentorship of the late George Hickenlooper and Oscar-winning filmmaker James Cameron, while working at Lightstorm Entertainment. Greco is also an award-winning magician and sailor. He resides with his wife and two dogs in Los Angeles.

In Memory of my 1st Mate and Best Friend Murray

Today I am dedicating the show to a very special friend and confidant. I want to take a joyous moment to reflect and rekindle the wonderful memories of My 1 st Mate and best friend, Murray.

Murray’s Mama and along with his siblings were rescued from the Boat yard, behind the Sailing club, hiding in a Nostalgic Hull #1 Martha’s Vineyard Wooden Cat Boat of all things, that had sunk in a storm and was being resurrected by a reluctant owner, who had to break out another thousand on a weekly basis.

It was there that the voyage begun for this little fluff ball and what a voyage it was about to be and eventually became.

We were ALL about to enter a new era, with a new administration, both at the Marina and in the Nation. I had just come back from the Carribean on a Photo excursion with a close friend and the country was totting gleefully hope & change. The marina itself was about to begin a decade long refurbishing and restoration and feral Mama Cat and her little gremlins were looking at the world from the deck and cockpit of a famous classic shipwreck sitting majestically high atop a trailer.

It was there that I first encountered the clan, not knowing what was in store for all of us. The Sailors at the clubhouse tolerated the intruders and entertained our guests until they were weaned and with tireless effort, found them all wonderful homes and safe harbors, each of them - one-

by-one except for the little orange TABBY who took to the port and his Captain like a seasoned shanghaied sailor.

He protected the Yard, the docks, and our boats, both in the trailer yard behind the clubhouse and in the slips in the marina, from those dastardly birds and gave love and affection to everyone he got to know, and went on cruises around the harbor, hid out when he didn’t want to go and hid-

way like a sneaky stowaway on trips around the harbor and to the islands once in awhile when he felt the need to be close by.

Murray the Cat is the honorary recipient of the Coveted Commodore’s Corinthian Spirit award for dedicated service (as a greeter and protector of the club-house and port) at the historic SCCYC, given by then Commodore Trevor. Possibly the only feline to have such an honor.

I’ll miss my little buddy. There will be a burial at sea sometime in the future and you’ll be the first to know.. Check out some photos above. I know that he is with me in spirit and I’ll always have fond memories of this little critter who warmed my heart this past decade with unconditional love and devotion.

Rest In Peace my furry friend and 1 st Mate and companion, Mr. Murray, Murray!!

It was a joyous night on the water. With perfect weather and fantastic fireworks December 11, 2021 proved to be one of the most spectacular Marina Del Rey Holiday Boat Parades in history. The 59th edition of the annual event saw 68 entrants eyeing for the position of top boat! As usual, it’s all about family fun as the shores of Marina del Rey harbor were lined with over 30,000 spectators. The festive mood and dazzling yachts caused thousands of smiles from ear to ear. The evening began at 5:55pm with an amazing fireworks display.

Naomi has been sailing since she was 9 years old when she discovered her talent and passion for reading navigation charts. As a kid living in Canada, she sailed Lasers. Currently her home port is Lake Mead Nevada where she owned a Coronado 25 and still races on various boats with the Nevada Yacht Club. She is currently a member and sailing instructor for the Las Vegas Sail and Power Squadron. Naomi is an ASA certified instructor, a member of the National Women's Sailing Association and holds a Captain's Level IV Certification from NauticEd. She is passionate about sharing her knowledge with "newbies" and encouraging the participation of women in the sport and recreation of sailing. Naomi is the creator of the youtube channel The Desert Sailor. She is the founder of www.boatluv.com and artist of all the nautical designs available there for goddesses of sail sea and surf.

2021 OPTIMIST WEST COAST CHAMPIONSHIP
KING HARBOR YACHT CLUB - AUGUST 7 & 8, 2021

King Harbor Yacht Club in partnership with King Harbor Youth Foundation (KHYF) hosted the USODA West Coast Championships on August 7th and 8th. This is the opportunity for west coast youth sailors to qualify for 2022 team trials based in Oyster Bay, New York. 44 youth sailors ranges from 8 to 15 years old came from as far north as San Francisco Yacht Club to compete.

Saturday conditions were variable winds around 8 knots with gusts to 14 which were perfect conditions for the Optimist fleet. They completed four races and it was competitive and close throughout the day. The sailors were greeted by parents and volunteers after a long day on the water and KHYF hosted a BBQ featuring hamburgers and hot dogs donated by Manhattan Meats and a raffle that featured prizes donated by Spyder Surfboards, ET Surf, Dive N Surf, North Sails, West Coast Sailing, Lon Gundie, West Marine and McLaughlin.

Sundays conditions were similar, but the wind started out of the south west gradually moving to typical prevailing winds out of the north west. The fleet started off a little feisty with two general recalls in the first race and then they settled in and were able to get three races in. After the seven races, Cooper Keeves from Del Rey Yacht Club prevailed and won first overall with four first place finishes. Katlia Sherman from California Yacht Club and William Stratton from Del Rey Yacht Club tied for 2nd in the standings with Gage Christopher from Alamitos Bay Yacht Club taking 4th. Local sailor, Alex Beggs, from King Harbor Yacht Club finished 5th overall and 2nd in Blue fleet (sailors ages 11-12 years old). Our other local sailors included Reese Lieser, finishing 3th overall and 2nd place girl in the standings, Joaquin DesRochers in his boat, Aquamarine, finished 16th overall. Tyler Burks finished 26th and Katie Akens finished 30th overall.

A great time was had by all and our on the water race committee and judges were well fed with sandwiches donated by Mickey’s Deli. Recruited from New York, where she received her masters degree in environmental policy from Columbia University, she moved to Santa Cruz, CA in 2006 to take the position as Executive Director of Save Our Shores.

She led the organization in working with the community, local/state governments and businesses to raise awareness about the threats to our ocean and successfully advocated for policies to improve the health of our oceans.

Master Chief Patton served as the Eighth Master Chief Petty Officer of the Coast Guard from 1998-2002.

A native of Detroit, Michigan, Master Chief Patton enlisted in the U. S. Coast Guard in June 1972, he initially started out his career in the occupational rating of Radioman (communications), and later changed to Yeoman (personnel) in 1979. He has served afloat tours on, USCGC DALLAS (Governors Island, NY), USCGC BOUTWELL (Seattle, WA), and USCGC MAKO (Cape May, NJ). His Shore assignments include, Training Center Petaluma, CA (Radioman School); Group and Air Station Detroit, MI; Recruiting Office Chicago, IL; Ninth Coast Guard District Office, Cleveland, OH; and two separate tours at Coast Guard Headquarters, Washington, DC. Prior to selection as MCPOCG, he served as the Command Master Chief for the Coast Guard Atlantic Area. During this assignment he was the senior enlisted advisor to Joint Task Force-160, during Operation Support Democracy, which was the largest alien migration operation in history.

All of Master Chief Patton’s college education was earned while on active duty. He received his Doctor of Education degree in 1984 from the American University, Washington, DC. His dissertation was based on the development and implementation of the Coast Guard Enlisted Evaluation System. He earned a Masters degree in Counseling Psychology from Loyola University, Chicago, IL; a Bachelor of Science degree, in Social Work from Shaw College at Detroit, MI; and a Bachelor of Arts degree in Communications from Pacific College, Angwin, CA. He is a graduate of the U. S. Coast Guard Chief Petty Officer Academy, U. S. Army Sergeants Major Academy (with distinction), and the Department of Defense Equal Opportunity Management Institute.

His numerous military awards include the Distinguished Service Medal, two Meritorious Service Medals, three Coast Guard Commendation Medals, three Coast Guard Achievement Medals, the Commandant's Letter of Commendation Ribbon, eight Meritorious Team awards and nine Coast Guard Good Conduct awards. He has also earned the Cutterman’s insignia, and has completed ten ‘jumps’ with the U. S. Army 82nd Airborne Division, to earn the coveted “Parachutist Wings” specialty badge.

Master Chief Patton accomplished the rank of Eagle Scout, and was also a former Naval Sea Cadet during his high school years. He was also selected as one of the Olympic Torchbearers for the 2002 Winter Olympics.

MCPOCG Patton retired after over 30 years of active duty, November 1, 2002.

Bobbie is the new Executive Director of San Diego Crew Classic.

Smith brings 20 years of experience in business and connections in rowing to the position. Her love of the sport began as a rower in the US national team system and continued as coach on both juniors and collegiate teams. She is both an entrepreneur and engineer and has been running her own business for 10 years. She is a part of the local rowing community currently serving as a coach of the Juniors and rower with the Masters at San Diego Rowing Club. Her fondest memory of the San Diego Crew Classic was her Lightweight Women’s win in the Referee’s Cup in 2016. She looks to draw upon her passion for rowing as well as her leadership and strong business acumen in her new role. Bobbie is a graduate of UCLA where she also rowed.

When asked about her new position, Smith said, “I am excited to be a part of the Crew Classic in its 47th year of racing and look forward to the years to come. My earliest memory of San Diego Crew Classic was as a novice athlete at UCLA. I had no idea how big the sport was nationally, and was happy to see all of the rowers, including Masters. There were literally thousands of people racing. I knew then that this was a sport I could compete in for the rest of my life. I am grateful to have the opportunity to work with the great community that we have here in San Diego and keep this regatta going strong for years to come. Most of all though, I am grateful to be able to give back to this community that has given me so much.”

Baby Fish come to Marina Del Rey

The Marina Del Rey Anglers is more than just a fishing club. They are active volunteers giving

back to the environment. The club (MDRA) is responsible for the Two Fish Rearing Pens at

Burton Chase Park. It takes a lot of man hours to raise a batch of 3000 to 4000 fish each season,

but they do it willingly.

The next batch of baby fish arrives on Wednesday December 2 a nd and the HUBBS Hatchery

truck is expected at around 11am (depending on traffic). Our volunteers have worked hard the

last couple weeks to get the Pens ready, with special assistance from Paul Skipper at S&K Dive.

We have a dedicated group of volunteers who put in many hours towards the raising of our fish

for release. Some of the “Pen Pals” will be on hand to welcome the thousands of new baby fish.

Lead Pen Pal Keith Moret said “ The excitement of a fresh batch of fish is energizing to all the

volunteers who look after them like our pets. “

The Two white Seabass pens are at the docks in Burton Chase Park, on the H Basin side. The

county provides the space. The fishing club pays for the pens, their care, and upkeep. It is all

done by volunteers and helps to replenish the local ocean fishery.

If you are interested in volunteering to help care for the fish or to ask about special Group tours

of the pens (once its deemed safe to do so) contact the club via Info@MDRAnglers.com . It can

be a good learning experience for students.

The fishing club has been in existence since 1975 and runs the MDR Halibut Derby to raise

funds for its Youth Fishing Program, Veterans Fishing Program and this Conservation Program.

At present MDRA only raises baby white seabass but hopes to expand in the near future to

include Halibut. The Hubbs hatchery recently released halibut in San Diego.

Press are welcome and the arrival of the fish may vary a little time wise but the fish splashing

down the sloosh is good photo or video opportunity.

once the gate valve is opened.

Today we’d like to introduce you to Jack Silver.

Jack is the founder of the LA Sailing Club and School. ( www.lasailingclub.com ), which not only offers a great service to the community but also allows many to fulfill one of their dreams in life, learning to sail and having a boat to sail.

To give you a little background on Jack, his “customer service focused business philosophy” probably began with his Peace Corps service in Brazil. This was followed by years working in the not for profit world where he eventually became the Executive Director of the National Kidney Foundation. His for profit career started when he opened his first Staffing office in Northern Virginia. After almost twenty years in the “head hunting” and staffing business he sold his company and began his first effort at retirement.

However, his son Michael had moved to LA to pursue his career in acting. His need for a manager resulted in Jack moving to LA; getting into the entertainment business where he managed a number of actors and writers. Eventually Jack’s business interests began to focus more and more on the boating industry; working with an established broker he opened a boat brokerage, and more recently established the LA Sailing Club & School.

“The Club” provides a very innovative service for not only the experienced sailor but also for that individual who always had a dream to learn to sail and have their own sailboat. Members share in the use of a 36’ Hunter sailboat that is fully equipped and maintained for them and allows members to reserve the boat through an on-line calendar system. In fact, they can reserve the boat up to a year in advance.

For those wanting to learn to sail, “The School” utilizes state of the art on-line distant learning modules starting from beginner to International Certification. And just to demonstrate you are never too old for new adventures, just this year Jack passed the Coast Guard Exam and was awarded his Captain’s License. Now, he really is Captain Jack.

Great, so let’s dig a little deeper into the story – has it been an easy path overall and if not, what were the challenges you’ve had to overcome?

Were there challenges: of course . it is a twofold challenge. First no one needs a boat (well actually they do, but don’t realize it… as I used to tell my wife, it is cheaper than going to see a therapist and more fun… to say I am going sailing than I am going to see my shrink). It costs money. So it requires people with some level of disposable income. The next challenge is trying to identify a target market. It is not a clearly defined market because it can appeal to young, old, male, female, etc. And it is a niche.

Please tell us about L A Sailing Club and School.

IF you want to sail on a regular basis, not just a couple of times a year, there is no more cost effective way to accomplish it.

The lessons/school really came as a result of people wanting to become a member/partner on the bpoatl, but not knowing how to sail. So in order to get them to be able to take a boat out themselves, I had to teach them.

I can now say, after 8 years of doing this, that I can take a person who has NEVER sailed, and after 4 three hour lessons, they will be capable of getting the boat in and out of the slip (the scariest part of the whole process), understanding basic sail trim, and enjoying be the Captain of their boat. Over the years I have modified by training in two significant ways. First I have teamed up with what I think is the best (and really only) state of the art on line sailing instruction program, NauticEd.

This give you the theoretical/technical understanding of how it all works, terminology (which is a significant part of sailing) and the rules of the road. Second, while not an absolute, I encourage people to learn with a partner. It is the same cost and it provides a number of benefits. The learning is done on a 36′ boat with sophisticated equipment and electronics.

Once you know how to sail, you can choose to become a partner on the boat. this gives you use of a 36-foot sailboat that is professionally maintained, fully insured, and equipped with sophisticated electronics, chart plotter, radar, etc. It has an electric head; shower, refrigerator, one and cook top, microwave, two cabins and comfortable salon.

Do you look back particularly fondly on any memories from childhood?

WOW…. lots…perhaps some of the most endearing involved horses. I grew up in Akron Ohio. When I was about 8 my dad went out and bought an old nag – Thunder – who we thought was just beautiful. over the years I was thrown, kicked, lots of riding across fields and thru the woods and competed in rodeo events, my favorite being barrel racing. Way too many stories and memories to list.

Please help us bring Angela's remains home, and provide the necessary travel expenses and final arrangements. Her remains are currently on a German cargo ship sailing towards Tahiti. We need to help her family in getting her brought back home to California where she can be laid to rest.

Angela Madsen was a champion of others her entire life.   She passed away on Sunday doing what she loved, defeating the odds and refusing to be what society told her she was. Many years ago, she was left paraplegic from a botched surgery following an injury when she was in the Marines where she served as an MP.

She was a Marine for life, a seven-time U.S. National Team rower and three-time Paralympian. She was a Veterans Advocate and a friend to

everyone, and holds 6 Guinness World Records.

She competed at the 2012 and 2016 Paralympic Games in track and field, winning a bronze medal in the shot put in London. She was also an advocate for LGBTQ rights. She was a volunteer coach at the annual Valor Games Far West which is a paralympic sporting event for disabled veterans.

She was about halfway thru her ambitious journey to row solo from Los Angeles to Honolulu, 1,300 miles from shore and 60 days into her journey and she had just celebrated her 60th birthday at sea on May 10th. She was aiming to set a world record as the first paraplegic and oldest woman to row solo across the Pacific Ocean

On Sunday, when GPS appeared to show her boat adrift, her wife called the Coast Guard who summoned the help of a cargo ship traveling from Oakland, Ca. to Tahiti. They responded and found Angela deceased, and floating in the water tethered to her boat. She passed while prepping the boat and gear for rough weather.

She is survived by her wife Debra, and the many thousands of disabled veterans that she’s coached, mentored and counseled.

The Wine Country Marines, a 501(C)3 NonProfit dedicated to the support of our military and veterans has agreed to receive donations for this effort, and provide them to Angela's family for this purpose. 100% of the donations received will be passed on to the family, and the Wine Country Marines are not reserving any fees or overhead.
